CPEC infusing new life in the insurance industry of Pakistan

Considering business is set to rise under the purview of the China-Pakistan Economic Corridor (CPEC), it opens up new avenues of opportunity for companies involved in the insurance industry. The Pakistan Economic Watch (PEW) has stated that the industry should focus more on innovation and development to compete with international insurance firms, otherwise the local industry's progress can affected.

Islamabad : The Pakistan Economy Watch (PEW) on Sunday said that China Pakistan Economic Corridor  (CPEC) is infusing new life in all the sectors of the insurance industry of the country.

This sector should be prepared to face challenges and opportunities resulting from one of the biggest developmental projects the world has ever seen, it said.

CPEC is to contribute to the unprecedented growth of the insurance industry as it is generating a lot of business activities, said Dr. Murtaza Mughal, President PEW.

The insurance industry needs to invest more in up gradation, human resource development, innovation and improved teamwork to properly benefit from the fruits of CPEC, he added.

Dr. Murtaza Mughal said that the insurance sector needs to introduce new products and further improve its working to match global standards otherwise local insurance industry will be ignored by multinationals.

He also stressed the need to create awareness among masses and the business community regarding the benefits of insurance to strengthen the economy.

He noted that CPEC would write a new chapter in the accounts of history by connecting different regions of the world while Pakistan enjoys a prominent position in this unprecedented project.

Benefitting from CPEC not only require competent and hardworking force to discharge responsibilities originating from this miracle but the insurance sector should also brace for the change, he demanded.

The government should also play its role in the promotion of insurance and general business atmosphere which could cater to the need of the countrymen and help compete with the other nations.

In the backdrop of the current situation, the insurance industry had assumed significant proportions and it must be able to solve the complex matters which will help its expansion.

Engineering profession in pakistan

I’m not a very good engineer myself but I know people that are. I’m writing this article after witnessing numerous cases of brilliant CGPA holders earning pennies or being completely unemployed. This is for all Pakistani engineering graduates who've gone through the agonizingly painful studies of four years or more.
Now I know job hunting isn’t a piece of cake for any fresh graduate, but I believe - and I don’t care if you disagree because, thug life -that it's very difficult to make a career strategy if you’re an engineer, especially in Karachi. I'm not trying to discourage you to take on engineering studies, but you should be aware that it's not going to be a walk in the park either.
So if you're thinking of becoming an engineer in Pakistan, hear me out...
1) You Have To Be an Engineering Wizard:-
Granted, it takes skills to land any good job, but I’ve seen mediocre BBA students landing a 30k job easily. But ask any engineer in Karachi and they’ll tell you how much they have to study before a relevant engineering job interview.
It’s like they expect us to build a new energy source or discover a new element. The guy asking questions in the interview either just googled up 'Top Ten Toughest Questions that you can ask Engineering Interviewee to Cause Irreparable Trauma' or has spent 300 years in the field. Either way, they aren’t paying you enough anyway.
2) You Get an Internship with a Hollow Job Promise:-
Google this and you’ll find ten thousand articles about how companies use hundreds of interns to get the work done cheaply. But boy, do things get really bleak if you’re an engineer!
Most companies in Karachi have a very small ratio of engineers. The same work that an engineer can do, they teach it to diploma holders and have them do it for half the pay. I have just one friend who made it to Tapal after working his heart out in the internship, but even he's surprised he got the job.
3) The Pay Scale Is Unbelievable:-
Sorry, but that’s unbelievably LOW, not high. The pay bracket in Karachi for a fresh graduate is right in between work-for-food-only to 18k per month. Gullible, freshly graduated engineers have been using the toxic sentence ‘Sir may kaam seekhna chahta houn’ in interviews for far too long, literally destroying the value of engineering skills.
Now when you go to an interview and demand 30k, which you should expect because you have a professional degree, you’ll be told ‘beta apko hum 15 hazaar dengay, kaam acha laga to 18 kardengay.' I swear to God this is an actual response I got when I interviewed at a very respectable and established telecommunication company.
4) No Research and Development, Almost All Over the Country:-
I’m sure my fellow engineers are familiar with the term 'Sales Engineer.' In Karachi particularly, companies are hiring a lot of engineers for this position because this country is slowly turning into a retail-oriented nation.
We don’t make cars, generators, electronic components or anything remotely related to engineering, at least not as much as the engineers we are making. So let me put this straight; there are patients for doctors, cases for lawyers, companies for BBA students (marketing, finance, HR, supply etc.) but there are only a handful of industries making things that require engineers? In the words of Donald Trump, 'EXCUSE ME!'
5) They Want Technicians, Not Engineers:-
Finally, if you do land a respectable engineering job, you’ll want to blow your brains off because the majority of them are about fixing one big machine over and over again. I know people who're earning lakhs of rupees and still planning to open their own workshop.
Like I said in the very beginning, I’m not a very good engineer but I can definitely understand a good engineer’s argument that the work is not at all creative. Why study so much when at the end of the day, you just have to fix something using a manual?
So, as per above mentiong points the government should encourage multinational companies to open up shops here in Pakistan so that the brilliant minds of engineers are put to good use. I may not be a good engineer but there isn’t much in the job market for me that motivates me to get better either.

Strategic significance of CPEC

The geographical location of a country determines its role in the world politics. It denotes that critically how beneficial or non-beneficial one country is to the others in terms of the social, economic and political aspects. Strategically, Pakistan is located at a very significant geo-strategic place on the globe. It is situated at the juncture of energy proficient to the energy deficient countries. The geo-strategic importance of Pakistan is evident from the fact that it is bordered by the emerging economic giants of the world i.e. India and China, and by the countries rich in abundant natural resources i.e. Afghanistan and Iran. Historically it is evident that the very concept of a corridor has been a cause of development in parts of the world. Economic corridors have emerged in the recent years as an important tool of regional cooperation, integration and development in a globalized world under reciprocity. China as being the neighbour of South Asia has a special significance in enhancing the agenda of constructive engagements, which is now evident from the active involvement of Chinese leadership in South Asian region. The strategic bonds between Pakistan and China have been on an upward trajectory with moved thrust on economic interaction after the initiation of CPEC. CPEC is a futuristic sociopolitical and economic object oriented dimension of Pakistan in the 21st Century. This multi-dimensional project has opened new vistas of Pakistan’s rebalancing options from geo-politics to geo-economics.
CPEC, to safeguard common interests and mutual benefits, epitomizes a model of cooperation, coordination and strategic communication between China and Pakistan to strengthen connectivity in areas of trade and economy with states in the region to fulfill growing energy requirements and enhance exports. Pakistan’s leadership pronounces the CPEC as a game changer for Pakistan and the region at large. Along with CPEC, Pakistan will turn into a commercial hub in South and Central Asia, an axis of the regional trade.
CPEC would inter-link South Asia, Central Asia, North Africa and Gulf States in terms of economic and energy collaboration. China has been interested in the development of a direct crude oil pipeline from Gwadar in Pakistan to Xinjiang in China through CPEC. With the operationalization of Gwadar Port, all the trade to and from landlocked Central Asian Republics (CARs) can be taken on the shortest available route via Gwadar due to which the trade benefits to Pakistan may be expected to multiply. Pakistan could be able to become major world channel for petro-chemical trade which will stimulate its economic progression. Moreover, the Baluchistan Province in Pakistan will become substantial for regional amalgamation. Gwadar Port has a rare difference of being only one of the few points where ‘One Belt, One Road’ (OBOR) would intersect. Therefore, it is imperative that Pakistan should deal optimistically with all the challenges in construction of CPEC and may convert this golden opportunity into an economic certainty. Regardless of the importance of CPEC for Pakistan, there are other dimensions too. It has also exceptional implications for China and its future role of emerging as a great power at the global level. China considers regional connectivity as a central element and first step to rise at global level. President Xi of China during his address to Foreign Affairs Committee at Communist Party meeting in 2014 said that we will give priority to our neighbours in our diplomacy on all fronts. While, other part of policy is to build relations with developing countries having abundance of natural resources, including energy rich, countries. It will help China to be branded as the development partner and non-interfering ally in the comity of nations. Counter balancing the Pivot to Asia Policy designed by the US to contain and encircle China with an alliance including India, Vietnam, South Korea, Japan, Australia, Singapore and the Philippines. This Corridor will serve as a substitute route for Chinese trade, thereby allowing China to outwit the threat of a blockade of Chinese oil supplies through the Strait of Malacca by the USA and allied navies in the wake of a future war in Asia. CPEC will strengthen the strategic alliance between Pakistan and China as it would seem probable to exacerbate the dispute between Pakistan and India. China promotes the hope that CPEC and its economic impact will also contribute to the transformation of Pakistani society and the consolidation of moderate forces. China believes that peaceful progress in Pakistan would have in turn a positive effect on the region about the situation in Afghanistan. The CPEC will provide an opportunity for reinvigoration of Pakistan’s economic structure, predominantly through the development of its energy sector and by encouraging a greater connectivity. CPEC is disparagingly important for both countries. Pakistan needs it to overcome its socio-economic development and energy concerns, while on the other hand China desires it to enlarge its periphery of influence, consolidate its global existence and safeguarding its future supply routes of energy and trade goods. It is important to point out that the concept was established by China, as being part of its “Go Global 2001” policy. Pakistan can be one of the beneficiaries of Chinese dream of economic integration at the regional level. Therefore, it is advisable for Pakistan to remain concentrated on the development of the country rather than wasting time on inconsequential issues. Provincialism should not be given the chance to take over the development agenda by any stakeholder, including the federal government.
China has taken over control of Gwadar Port for a 40 years’ lease, and started to develop the deep seaport into one of the most up-to-date and progressive seaports of the world. Gwadar Port will have a huge storage of cargo and shipment handling facilities and many shipyards. The Gwadar port will function as a tail of the New Silk Road, which would connect China’s Kashgar region to the different communicational networks of the region. It holds an essential position in the CPEC venture that it has been situated close to the Strait of Hormuz, through which about 40% of the world’s oil supply is flowed. Gwadar as a key shipping point could play a key role in safeguarding Chinese interests of energy security by providing a much shorter route than the current 12,900 Km route from the Persian Gulf through the Strait of Malacca to Chinese Eastern Seaboard. The port is envisioned to the transformation of Pakistan into a center of commercial activities among the energy rich Gulf and Central Asian States, Afghanistan and China, by offering the Pakistan Navy with strategic depth beside its coast as a maritime base.

Chinese cricketers to join Peshawar Zalmi squad for upcoming PSL fixture

Two Chinese cricketers are set to join the Peshawar Zalmi squad on Thursday for the tenth fixture of the Pakistan Super League 2018 in Sharjah.
Jian Li and Yufie Zhang were recruited by the Zalmi in an effort to promote cricket in China, the team's "We will provide them a platform to recognise their talent and motivate them to achieve international recognition," he said, adding that the Chinese cricketers would join the Zalmi camp at the Dubai International Cricket Stadium.
The team is set to play a match against the Quetta Gladiators in Sharjah on Thursday. The Zalmi, the defending champions, have won only one of their three matches and are placed at the fourth spot among the six PSL teams. The Gladiators have won one match and lost another, placing third so far.
The House of Zalmi had organised a Global Zalmi League in Feburary ─ a fan-based league of cricket enthusiasts with representative Zalmi clubs in over 16 countries around the world.
China Zalmi was represented by cricketers from China, a majority of whom were selected from the Pakistani Community Keqiao.
Participating teams were divided into four groups and China Zalmi remained unbeaten in its three league matches before the quarter-final and final, and went onto win the title.
Peshawar Zalmi owner Javed Afridi not only awarded the winning team $10,000 but also allowed two of its players to participate in a practice session with senior team members.
He expressed confidence that the China Zalmi win in the Global Zalmi League would help promote cricket among the Chinese youth.

Gwadar coal power plant tariff sought at Rs8.9 per unit for 30 years

The CIHC Pak Power Company has submitted to Nepra the petition of coal-based power plant of 300 MW at Gwadar port seeking a levelised tariff of Rs8.9 per unit for 30 years. The internal rate of return (IRR) of the project will be 17 percent.
Nepra has been asked for the two-part tariff consisting Rs9.57 per unit for first 12.5 years and Rs8.49 per unit for the period from 12.5 years to 30 years. The fuel consumption of the plant will be based on the thermal efficiency of 37 percent and the coal of South Africa will be used for the power generation.
The project will be completed in 30 months at the cost of $542.32 million that include engineering, procurement, construction (EPC) cost of $369.88 million, interest during cost (IDC) of $32.90 million, expenditure in the heads of withholding tax, sales tax and custom duty valuing $40.11 million, non-EPC cost of $10.64million, project development costs of $21.03 million, company and sponsor cost of $26.84 million, insurance during construction $3.70 million, O & M mobilisation $6.49 million, non-reimbursable fuel and start-up cost prior to synchronisation $3.44 million, SINOSURE fee during construction $9.21 million, and financing fee and charges of $13.12 million.
Currently the whole Gwadar depends upon the 70 MW of electricity being imported from Iran. Of this, 14 MW is being provided to Gwadar port alone while the rest of 56 MW is being utilised by Makran Coastal areas. The project will be constructed on built, own, operate (BOO) basis based on imported coal.
The most shocking part of the petition is that debt payments, all taxes that include income tax, withholding tax, corporate tax, payments to workers welfare fund, Zakat deduction on dividends, Balochistan government taxes will be treated as pass-through items apart from the imported coal cost that is projects to be at $102 per metric ton. About 207 acres of land will be acquired for the project at the price of $5 million and government of Balochistan has started the process for the acquisition of land.

Sub nationalism & CPEC

BALOCH feudal lords have been notorious for opposing development in their province. Their mindset is fixated on the factor that denies the uplift of its people; be it socio-economic, educational, health, nutrition or other aspects. There is a method in the madness. The ordinary Baloch serve as minions and serfs on the lands and property of the Baloch Sardars, who would not like to endanger their fiefdom if their subjects get enlightened. Generally Baloch feudal lords have been serving as the Governors or Chief Ministers of Balochistan. Despite the allocation of development funds for the construction of educational institutions, communication infrastructure, water and energy projects, the province of Balochistan has remained under developed. Firstly because the allocated funds for development were siphoned off by corrupt political leaders, secondly because they wanted the ordinary Baloch to remain steeped in ignorance lest he demand freedom from bonded labour and refuse to serve as menials.
Since 2015, with the advent of China-Pakistan Economic Corridor (CPEC) and the development of the Port of Gwadar, there is hope for the social uplift of the ordinary Baloch. Besides the development of the Gwadar Deep Sea Port, the 45 billion dollar mega project entails at least sixteen projects, the maximum for any province for Balochistan. These include Khuzdar Basima Highway (N 30), D.I. Khan Quetta Highway (N 50), Hubco Coal Power Plant, Gwadar Power Plant, Gwadar Nawabshah LNG Terminal and Pipeline, Gwadar Eastbay Expressway, Gwadar New International Airport, Gwadar Smart Port City Master Plan, Expansion of Multipurpose Terminal including Breakwater & Dredging Wastewater, Treatment Plants for Gwadar City, Gwadar Primary School, Gwadar Hospital Upgradation, Gwadar Technical & Vocational College, Gwadar Eastbay Expressway II, Fresh Water Supply and Gwadar Free Zone.
CPEC is expected to usher an era of development for Pakistan in general and for the Baloch in particular as it is providing the people a means of livelihood and enhancement of the quality of their lives. Unfortunately, Baloch feudal lords would like to deny their people the fruits of the CPEC bonanza because they would rather see their people live in darkness and ignorance rather than challenge their authority.
Detractors of Pakistan and China, who would like to see the CPEC fail, have employed every possible trick in the book of guile, deceit and deviousness to destabilize the project and scare the Chinese away. From sedition to sabotage, fomenting insurgency to actual acts of terrorization, Balochistan has been rocked to the hilt. It goes to the credit of the law enforcing agencies that they have managed to quell the insurgency while the resilience of the majority of the Baloch nation has held the province intact. A number of Baloch feudal lords, who were on the payroll of inimical secret services to stir up trouble in Balochistan, have proceeded on self-imposed exile to safer climes to escape the dragnet of Pakistan’s security forces. Even in exile, they continue to play in the hands of Pakistan and China’s detractors and having sought asylum in various countries, they continue to spread venom against Pakistan and CPEC.
Reportedly, exiled Baloch leaders and activists gathered in Germany’s Berlin city to voice their concern against CPEC. The event titled “China’s One Belt One Road Initiative – Its adverse impact on Balochistan & the region” was organized by the European Branch of Baloch National Movement (BNM), a Baloch nationalist political group. Dr Zaffar Baloch, the Organizer of the Baloch National Movement in North America made stringent demands that China and Pakistan should get out of Balochistan. He stressed that Balochistan is not a part of Pakistan and it has no right to sign any agreement with China that has anything to do with Balochistan.
Hammal Haider, the Foreign Secretary of the Baloch National Movement was critical of China, stating that “China is very aggressive towards its `One Belt One Road’ policy and it’s not taking care of human rights violations which Pakistan is committing in Balochistan. China is very aggressive, but the problem is the European countries are reluctant to say anything. The purpose of the conference is to raise awareness and to engage the good people of European countries and raise their voices against China’s aggressive policies.”
Seeking to place impediments in the success of CPEC, numerous foreign intelligence agencies are operating from Afghanistan to support bomb blasts, suicide attacks, abductions, target killings, ethnic and sectarian violence in Balochistan through their affiliated militant groups such as BRP, Baloch Liberation Army (BLA), Jundullah (God’s soldiers) and others to fulfil their heinous plans at the cost of Pakistan, China and Iran. The Baloch feudal lords have been active in denigrating Pakistan and CPEC. They run campaigns on the internet, blog despicably false claims of human rights transgression by Pakistan’s law enforcement agencies and seek funds from international donors to continue their machinations.
Some Baloch feudal lords see the light of reason and have returned to Pakistan to become a part of the historic resurgence of their province. Many insurgents have surrendered their arms and decided to work for the development of Pakistan. Regrettably, on the behest of some of Pakistan and CPEC’s opponents, leader of the BRP, Nawabzada Brahamdagh Bugti continues to shun the amnesty offered by the government of Pakistan and continues to mislead the Baloch against the Federation of Pakistan by opposing the CPEC. We need to be united in ensuring the completion of CPEC if we want to see prosperity and peace in the region.

“Let rgAsia be for Asians”

The economically strengthening China, eager India, confident Japan, re-emerging Russia and the ‘mighty’ US have created extreme vulnerabilities and imbalance in Asia. Peace and prosperity of this region in particular and of the world by and large is relative to shared relations between these real powers. The Asian region and its sub regions are going through fundamental changes since long. One of the major elements defining the power dynamics of Asia is China Pakistan Economic Corridor (CPEC). Under the flagship of One Belt One Road (OBOR), CPEC is a thoroughly considered and well-crafted component of collaborative initiatives that will not only determine economic and strategic connectedness between China and Pakistan but will also integrate the Asian sub-regions. The mega component will have such implications that would change the political and economic potentials of Asia. It will initiate new routes, reinforce regional connections and emancipate the region to stand on its own rather than depending on the west. Pakistan, holding a significant position in Asia and being a frontline state of CPEC, stands at the crossroads of regional and international dynamics. The geo-strategic significance of Pakistan is apparent from the reality that it is bordered by economic giants like India and China on one hand and on the other hand, by the states which have abundant natural resources like Afghanistan and Iran. Pakistan lies between a US – NATO war on terror in Afghanistan, hegemonic Indian claims on the so called disputed areas, the Post-Cold war – revived Russia which is of late becoming influential in the South Asian politics and a Rising China finding space in the region both economically and strategically.
The China Pakistan Economic Corridor is perceived to be a vital bridge in all-weather friendship of Pakistan and China. CPEC would strengthen Pakistan’s economy and will enhance its regional political position. However, CPEC has become a nightmare for some regional and extra regional elements including USA, India and to some extent Afghanistan that are straining the CPEC to their interests in the region. Maintaining the historic desire of establishing its dominance in the South Asia, the arch rival India cannot see a strengthened economy of Pakistan through manifestations of CPEC. India realizes that Pakistan will move towards self-reliance due to completion of the CPEC and is therefore misleading the world by setting a narrative that the CPEC is crossing from a disputed territory. Ceasefire violations along the LoC indicate this Indian frustration. India apprehends that the changing balance of power will restrict Indian sway in the region. Another reason for not accepting the CPEC is that India is failing miserably in its plan to isolate Pakistan internationally because many countries including Russia, Iran, Saudi Arabia and Turkey are interested in joining this economic corridor.
In the contemporary scenario, the Unites States of America remains cautious about the rise of any power that can impact the strategic and regional politics of Asia. As mentioned in the US National Security Strategy (NSS), President Donald Trump and his Administration have accepted China as a competitor that challenges USA’s power, interests and influence. Preserving a strong impact in Asian region is a part of America’s strategy. China’s increasing geo- political confidence has been consistent in the past few decades. Therefore, US Administration now views China as a threat to its dominance. USA realizes that CPEC may have significant strategic and political effects on the America’s strategy about the region.
For a landlocked state like Afghanistan, CPEC is of fundamental significance in geo strategic context. With the expansion of CPEC to Afghanistan, the state can turn into a noteworthy recipient and beneficiary of this mega component which will improve economic conditions of the country and will bring the weak Afghan economy back to regularity. But instability in Afghanistan will generate instability in the region and has a potential of sabotaging CPEC. In Afghanistan, India is trying to create its own impact by massively investing in the country by taking part in infrastructure development. The strategy behind India’s objectives is to isolate Pakistan from the western side of the border because from the western side, Pakistan has immense trade opportunities resulting in economic uplift. Moreover India is using Afghan soil to sponsor terrorism in Pakistan and especially in Balochistan. Afghan government is being manipulated by a thought process that India is aiding Afghanistan in infra-structure development but factually there is no concern of India to stabilize Afghanistan. One of the prime interests of India is to destabilize Pakistan. An instable Afghan land is in favour of India because under cover activities from Afghanistan can be well operated. On one hand, India gets an easy access to inaugurate terror attacks in Pakistan and on the other hand, blame of instability in Afghanistan can be put on Pakistan. Instable Afghanistan and instable Pakistan are not at all beneficial for the region and particularly for the China-Pakistan Economic Corridor. The basic aim behind this evil propaganda is to reduce the captivation and attractiveness of CPEC to international world. The thinking reflects that when large scale terror incidents and instability in Pakistan will catch attention of global world and media, speculations and economic loss will start emerging.
Pakistan must realize the ground realities and through diplomatic handling, Pakistan must incorporate a well-balanced strategy in its foreign policies towards the West and China. Pakistan should make sure that in the fight between superpowers, economic interests of Pakistan must not be comprised. Attempts to deescalate tension on eastern and western border must be made because both the sides are significant in the context of national security and economy of Pakistan. Afghanistan holds prominent significance in the geo-strategic landscape of both Pakistan and China. Peace and prosperity in Afghanistan is of crucial importance for Pakistan and China. A stable Afghanistan is in interest of Pakistan and the whole region. It is high time that Pakistan and Afghanistan must join hands for the economic and strategic advancement generated by CPEC. For this purpose, the Administration of both the countries must sit and stop the usual blame game and must start genuine and significant bilateral discussions.
The strategy must be to make regional actors as partners in CPEC instead of enemies. It is important for the people of the region to run regional affairs at their own. Asia for Asians must be a vision of future and the US and the regional countries must appreciate the collaborative development of the region and must accept the fact that “Asia is for Asians”.

Russia, China save the day for Pakistan at FATF moot

New friend russia and iron brother china saved the day for Pakistan at the Financial Action Task Force moot in Paris as Islamabad temporarily averted an embarrassing terror tag.
When the FATF meeting started on February 18, no country - except china - had committed to support Pakistan against the United States-sponsored resolution seeking to place Pakistan on the terror watch list. The FATF is a global body that combats terrorist financing and money laundering.
russia had promised to consider Pakistan’s request to speak in favour of Islamabad at the FATF meeting but only took the practical step after Foreign Minister Khawaja Muhammad Asif visited Moscow. The cold-war rivals and emerging allies pledged to form a new partnership and agreed to enhance cooperation in all sectors.
Other countries like Germany and Belgium had also given hope but there was no commitment, leaving Pakistan to intensify contacts with russia .
The 37 permanent members of FATF included: Argentina, Australia, Austria, Belgium, Brazil, Canada, china , Denmark, European Commission, Finland, France, Germany, Greece, Gulf Co-operation Council, Hong Kong, Iceland, India, Ireland, Italy, Japan, Republic of Korea, Luxembourg, Malaysia, Mexico, Netherlands, New Zealand, Norway, Portugal, Russian Federation, Singapore, South Africa, Spain, Sweden, Switzerland, Turkey, United Kingdom and the US. Israel and Saudi Arabia have observer status.
Khawaja Asif was over the moon as the ‘good news’ from Paris arrived. The ‘three months pause’ was not ideal but good enough. The minister took on the Twitter to break the news: “No consensus (could be reached) for nominating Pakistan. Our efforts paid, FATF Paris Feb 20 meeting conclusion on US-led motion to put Pakistan on watch list. No consensus for nominating Pakistan. Proposing 3 (three) months pause and asking Asia Pacific Group (APG) for another report to be considered in June. Grateful to friends who helped.”
However, Washington refused to confirm that the FATF deferred action for three months claiming the organisation’s deliberations were confidential until “it makes them public.”
The FATF verdict against Pakistan could have been a huge setback as major global financial institutions – including International Monetary Fund and World Bank – are under the FATF influence. The European Commission and the United Nations also give importance to the FATF.
Before the FATF meeting, Prime Minister Adviser on Finance Miftah Ismail visited Germany, Netherlands and Belgium to seek support. Federal Minister Awais Ahmed Khan Leghari also visited Malaysia.
The heroes however, remained russia and
china . Pakistan was in regular contact with china that was the only country to commit support for Pakistan. High-level visits to china in the coming days were being planned to thank the all-weather-friend.
Also, Prime Minister Shahid Khaqan Abbasi will visit Turkmenistan and Afghanistan from February 22-23 to participate in the ground-breaking ceremonies of Turkmenistan- Afghanistan, Pakistan, India gas pipeline project, lines of electricity transmission and fibre optics in Serhetabat. This should appease the US as they had been asking Pakistan to prefer TAPI over the Iran-Pakistan gas project.
The ground-breaking ceremonies will be jointly attended by Prime Minister Abbasi, President of Turkmenistan Gurbanguly Malikgulyevich Berdimuhamedov, President of Afghanistan Ashraf Ghani and Minister of State for External Affairs of India M J Akbar. This will give them a chance to speak on improving ties.
The Prime Minister will then proceed to Herat, Afghanistan to attend the Afghan leg of the groundbreaking ceremony. A bilateral meeting with the Afghan President is also scheduled.
International relations expert Dr Pervez Iqbal Cheema said the US had been ignoring Pakistan’s efforts against terror. “They used us (Pakistan) and are now blaming us for promoting terrorism. This is totally unfair. Befriending russia is a huge success for Pakistan,” he maintained.
Cheema said the US had failed miserably in Afghanistan and was now making attempts to put the blame on Pakistan. “The US must know that no desirable results in Afghanistan can be achieved without Pakistan’s participation and contribution. We (Pakistan) must focus on china and russia who are supporting us in these difficult times,” he said.
Analyst Dr Huma Baqai said the US policy towards Pakistan indicated that Washington was planning long-term ties with India. “They (the US) are denying our (Pakistan) efforts against terrorism. We have sacrificed the most but are being acknowledged the least. We are the only country that has defeated terrorism,” she argued.
Baqai said Pakistan was not responsible for the worst security situation in Afghanistan. “The public humiliation of Pakistan by the US administration is not acceptable. The US cannot make Pakistan a scapegoat for its failures and mistakes. It is time to recognize and acknowledge Pakistan’s sacrifices and contribution,” she added.
She said china and russia were the main players to help Pakistan dodge the terror watch list tag at the FATF meeting. “We should get even closer to these two powers,” she said.

CPEC Is Harbinger Of Shared Economic Prosperity And Peace: Minister

Minister of State for Information, Broadcasting, National History and Literary Heritage Ms Marriyum Aurangzeb has said that the CPEC was a harbinger of shared economic prosperity and peace in the region.
She said this in her meeting with Jiang Jianguo, Vice Minister of the Propaganda Department of the Central Committee of CPC, and Minister of State Council Information Office (SCIO) in Beijing on Sunday. She is on a four-day visit to China on the invitation of the Chinese government.
Welcoming the Minister of State, Jiang Jianguo said that it was a pleasure to receive her on her first official visit to China. He said that their two people and countries shared a high level of mutual trust, respect and friendship. He further said that the China-Pakistan Economic Corridor (CPEC), is a flagship project of Belt and Road Initiative (BRI), was an initiative for their shared future. The minister also shared pleasant memories of his visit to Pakistan in 2017.
Ms Marriyum Aurangzeb thanked the Minister of SCIO for their warm hospitality. She termed this visit to China a visit to her home. She said that Pakistan and China were carrying a legacy of cooperation, the foundations of which were laid by their ancestors.
She said that BRI, a vision of President Xi Jinping, would change not only the destiny of people of China but would also benefit the people of the region and beyond.
She said that the CPEC represented a great leap forward for further cementing ties between two countries. Pak-China relationship was perennial as it was anchored in respect and mutual progress. This relationship, she added, had been interwoven in Pakistani culture through folklore, which “is a testament to the tensile, enduring, unique and special relationship.”
She said that since assuming power in 2013, the PML-N government had successfully added 11,000 MW electricity to overcome the energy crisis with the assistance of their good friend China.
She informed the hosts that irrespective of party affiliations, all political parties in the country supported the CPEC, which augured well for the region as it promoted connectivity among the people which would go a long way towards peace and prosperity in the region. She also assured that the Pakistani government was making all-out efforts to ensure the security of all Chinese nationals.
She expressed her desire for enhanced cultural and media contacts by sharing cultural norms and exchanging media delegations. She called for closer co-operation in the field.
The minister said that Pakistan condemned terrorism in all its manifestations and forms and had achieved success in combating it, which was borne out by the fact that terrorist attacks, which were 2600 in 2013, had reduced by 82% to 160.
Ambassador of Pakistan Masood Khalid was also present on the occasion and said that SCIO was playing a very important role in shaping the Chinese vision with the world. He said that support of SCIO was crucial in enhancing media cooperation.
The ambassador said that currently 22,000 Pakistani students are studying in China and they will be permanent ambassadors of Pak-China friendship.

These drones can plant 100,000 trees a day

It’s simple maths. We are chopping down about 15 billion trees a year and planting about 9 billion. So there’s a net loss of 6 billion trees a year.
Hand planting trees is slow and expensive. To keep pace with the tractors and bulldozers clearing vast areas of land, we need an industrial-scale solution.
For example, a drone that can plant up to 100,000 trees a day.
BioCarbon Engineering, a UK-based company backed by drone manufacturer Parrot, has come up with a method of planting trees quickly and cheaply. Not only that, trees can also be planted in areas that are difficult to access or otherwise unviable.
Planting by drone
First a drone scans the topography to create a 3D map. Then the most efficient planting pattern for that area is calculated using algorithms.
A drone loaded with germinated seeds fires pods into the ground at a rate of one per second, or about 100,000 a day. Scale this up and 60 drone teams could plant 1 billion trees a yearThe system’s engineers estimate that their method is about 10 times faster and only 20% of the cost of hand planting. And because there is no heavy machinery involved, it’s possible to plant in hard-to-reach areas that have no roads or steep, inaccessible terrain. The BioCarbon team has tested its technology in various locations and recently trialled reseeding historic mining sites in Dungog, Australia.
Elsewhere, a similar idea is being used by Oregon start-up DroneSeed, which is attempting to create a new era of “precision forestry” with the use of drones to plant trees as well as spray fertilizer and herbicides.
Agriculture is one of the biggest drivers for deforestation, with vast swathes of forest cleared to make way for the cultivation of crops including soy, palm oil and cocoa, as well as for beef farming.
At the World Economic Forum’s Annual Meeting in Davos this year, Norway announced a $400 million fund to kick-start investments in deforestation-free agriculture in countries that are working to reduce their forest and peat degradation.
It is estimated that the world loses between
74,000 and 95,000 square miles of forest a year – that’s an area the size of 48 football fields lost every minute.

A Corridor of Power

Despite political events in the country created by some narrow vested interests, the Seventh Joint Coordination Committee (JCC) meeting on the China-Pakistan Economic Corridor (CPEC) was successfully held a month and a half ago in Islamabad.
Our Chinese counterparts showed resolve and commitment to successfully complete all CPEC projects in a timely manner. The Seventh JCC also officially approved the Long Term Plan (LTP) of CPEC. It is standard practice around the world for a bilateral agreement not to be made public unless it is approved by both parties, but unfortunately some cynics in the media tried to generate unnecessary controversy by publishing an incorrect version of the LTP. As promised, we have released the official version of the LTP for both the public and the media.
The development of any country is based on its industrialization process. The qualitative difference between the developed and the developing countries is the difference in their degrees of industrialization. With developed countries now entering a post-industrial age, developing countries are still struggling to complete their industrialization process and modernize their economies. The Pakistan Muslim League (PML-N) has believed in, and consistently strived for, the industrialization of Pakistan. In light of this vision, the PML-N government initiated work on CPEC immediately after coming into power in 2013. CPEC has attracted worldwide attention due to its significant contribution toward removing energy and infrastructure growth bottlenecks from Pakistan's economy. It provides Pakistan with a great opportunity to leapfrog some, and expedite other, processes of industrialization.
The LTP provides a conceptual framework for CPEC up to 2030, and also delivers a framework for the industrialization of Pakistan. To finalize the LTP, the government of Pakistan consulted the provinces, the federal ministries, and their respective technical groups. The plan is completely in line with the seven pillars of the Pakistan Vision 2025, which are founded on the economic principles of inclusive and sustainable development. The seven salient features of the LTP are connectivity, energy, trade and industrial parks, agricultural development and poverty alleviation, tourism, cooperation in areas concerning people's livelihoods and non-governmental exchanges and financial cooperation. The spirit of the LTP is best captured in the following statement from the document itself: "...CPEC will greatly speed up the industrialization and urbanization process in Pakistan and help it grow into a highly inclusive, globally competitive and prosperous country capable of providing high-quality life to its citizens."
Route to success
Below are some of the significant features of CPEC's long-term plan to illustrate its central role in the industrialization of Pakistan.
Connectivity is the cornerstone of development. It increases the flow of goods, information and people across regions. That is why an integrated transport system is central to the LTP. It includes the construction and development of Kashgar-Islamabad, Peshawar-Islamabad-Karachi, Hakla-Dera Ismail Khan, Sukkur-Gwadar Port and Dera Ismail Khan-Quetta-Sohrab-Gwadar road infrastructure, which seeks to improve connectivity within Pakistan and interconnectivity with China. The development of Gwadar Port City, Gwadar airport and Easy Bay expressway are going to transform the city of Gwadar into a maritime trade hub and a new smart port city for the region. It will also lead to the industrialization of Balochistan.
Information technology is another crucial aspect for development. In this regard, we have laid a cross-border fiber optic cable between Pakistan and China, and agreed to cooperate in promoting the technologies of the fourth industrial revolution in Pakistan.
In the energy sector, both countries will enhance cooperation in the fields of oil and gas, electricity and power grids. The focus is on thermal power, hydropower, coal gasification, renewable power generation and modernizing power transmission networks. CPEC has already addressed the major energy bottleneck in Pakistan, and over half of the 10,000 MW energy added recently to the national grid comes from CPEC cooperation.
To build an industrial base, new industrial parks and special economic zones will be built all over the country. Both countries will cooperate to improve efficiency in the textile and garment industries, which together make up the backbone of Pakistan's export sector. Engineering-based industries will also be developed in Pakistan.
It is important to note that no country has successfully industrialized without also modernizing its agricultural sector. CPEC will allow us to modernize agriculture through the introduction of new technologies such as biological breeding and drip irrigation. The emphasis is to improve the income of small farmers by increasing their productivity and efficiency.
Coastal tourism can also become a new niche for Pakistan. CPEC will allow us to build coastal leisure and vacationing centers across the Keti-Bander-Karachi, Sonmiani-Ormara, Jhal Jhao, Gwadar and Jiwani routes. CPEC is about cooperation at all levels between both countries, including non-government organizations and people-to-people interactions. For the cross-fertilization of ideas and cultures, the exchange of students, tourists and academics will be an integral component of the corridor's plans.
Pakistan and China will also be enhancing monetary cooperation between their central banks. Both countries agree on bilateral currency swap arrangements and would prefer making payments in renminbi and rupees regarding CPEC projects rather than any third-party currency.
Three-stage plan
According to the LTP, the implementation of CPEC will take place in three phases, each with clear goals. In the first phase, to be achieved by 2020, the major bottlenecks in Pakistan's socio-economic development will be addressed in their entirety, and "CPEC shall start to boost the economic growth along it for both countries," as stated on page 10 of the LTP document. The second phase will be completed by 2025, when all the infrastructure of CPEC will be ready and all industrial projects will have been completed. As a result, CPEC will have a major impact on the livelihoods of people living along the corridor. The goals of Vision 2025 will be achieved and there will be more balanced regional economic development.
The third phase of the LTP will mature by 2030, and by then the mechanisms for indigenous, inclusive and sustainable economic growth will be in place in Pakistan. As laid out by the LTP, "CPEC's role in stimulating economic growth in Central Asia and South Asia [will be] brought into holistic play, and South Asia shall grow into an international economic zone with global influence,"
Pakistan is a democratic country where provincial governments are not only autonomous, but are also led by different political parties which are staunch opponents of each other. Nonetheless, the federal government and all provincial governments are united in making the LTP and CPEC a game changer for Pakistan.
Pakistan is a country full of promise and potential but due to the strategic mistakes of the past, we haven't realized our true development potential. The PML-N government is committed to prioritizing the economic interests of the country by engaging in the geoeconomics, as opposed to the geopolitics, of the region through CPEC.
CPEC is a major opportunity for Pakistan to transform itself as an economic nation and become a regional hub for trade, commerce and manufacturing. Without industrialization we cannot resolve many of our socio-economic problems, and CPEC represents a fantastic chance to become an industrialized country. The sustainability of this qualitative shift mandates the collective support of all the stakeholders in our nation, including the media, to turn this dream project borne of the Pakistan-China friendship into an everlasting joint enterprise for a shared future and prosperity.

Pakistani Students Learning Chinese Language Anticipate Job Opportunities Under CPEC

The first batch of Pakistani students, who recently completed the two-year Chinese language course in a Chinese university, anticipates good employment opportunities in the ongoing development projects under China-Pakistan Economic Corridor (CPEC).
The batch, comprising 66 students selected on merit under the Punjab Government’s Scholarship Program, were graduated from Beijing Language and Culture University (BLCU) here last week. Malik Usama Hamid, a student from Sharaqpur who has completed the Chinese language course told APP on Sunday that he intends to become a Chinese language teacher.
“I have a passion to learn and teach Chinese language to further promote deep-rooted friendship between our two countries.” Chinese is an interesting and beautiful language. Although it is difficult to learn the Chinese language, it is imperative to learn more about China and its culture, he added. Another student from Jhelum district, Aasma Raja said, “I have learned the Chinese language during my stay here and hope it will greatly be beneficial for my future life.”
She opined that now the Chinese have become second international language after English, adding, “I am anticipating a lot of opportunities under the CPEC after returning to the homeland.” Tanzeela, hailing from Pakpattan said that during studying the Chinese language, she had an opportunity to observe the Chinese people and their culture. She said that it would fill communication gap and bring closer the people of two friendly nations.
This course would have not only economic benefits but would promote education and cultural exchanges between the two peoples. They opined that the number of students is increasing with the passage of time because of job opportunities for Pakistanis who can also speak good Chinese in the projects under the CPEC.
The students could see the tides changing and expect that knowing Chinese would mean more job opportunities, in Pakistan and in China. This is reflected in many students’ responses when asked about their interest in learning the language. Another student said while he is interested in learning different languages, “choosing Chinese language is aimed at starting my own import and export business”.
Terming the graduating students a useful asset for both Pakistan and China , Pakistan Ambassador to China, Masood Khalid expressed the confidence that these students would play a role of the bridge in further promoting bilateral cooperation between the two brotherly countries, not only in the
education sector but also in the context of the CPEC.
He hoped that these students would seize employment opportunities under the CPEC framework and play a pivotal role in the development of the country. A total of 495 students selected under the Punjab Government Scholarship Program were sent to China to study the Chinese language in different institutions and universities here in April 2016.
